It has been reported that President Donald Trump is internally reviewing the possibility of withdrawing from the USMCA,
increasing uncertainty over the future of the North American trade framework.
The USMCA (United States–Mexico–Canada Agreement) is scheduled for its mandatory review this year. What had initially been expected to be a routine assessment has shifted into a more contentious phase. The U.S. government is reportedly pressing for additional trade concessions while also seeking to expand the agenda to include non-trade issues such as immigration, narcotics, and defense.
If the United States were to withdraw from the agreement, a significant portion of Mexico’s and Canada’s exports to the U.S. could become subject to high tariffs. This would directly impact integrated North American supply chains and key manufacturing sectors, including the automotive industry. Retaliatory measures could also weigh on U.S. efforts to expand its exports.
Although President Trump personally negotiated the USMCA as a replacement for NAFTA in the past, he has recently stated that the agreement could be “adjusted or terminated.” However, experts suggest that the possibility of withdrawal may serve more as a bargaining tool to strengthen negotiating leverage rather than signal an imminent policy shift.
